The Uniform Commercial Code (UCC) system began in 1965.  The office of County Recorder files financing statements as notice to the public of a security interest and to perfect a lien on personal property. 

Minnesota has a central filing system.  UCC documents are filed with the County Recorder acting as a Satellite Office of the Minnesota Secretary of State.  Starting July 1, 2001 paper records are no longer maintained at the county level. 

The Office of Secretary of State is solely responsible for the processing of all CNS filings and searches effective February 1, 2007 and onward.
